Davis County Emergency Operations Center to Break Ground

Farmington, UT – Davis County Emergency Management serves the community and seeks to improve the quality of life for our residents and businesses through prevention, protection, mitigation, response and recovery. We are committed to making Davis County the most resilient county in Utah to natural, technological, and human-caused hazards. 

The Davis County Sheriff’s Office is excited to announce that we are adding a new Emergency Operations Center (EOC) to our resources. The EOC will be located at 800 W State Street in Farmington, Utah.  Davis County is Utah’s third most populous county but, unlike most counties around us it does not currently have an EOC. This deficiency made coordination and PPE distribution difficult during the 2020 pandemic. The new EOC will increase the county’s capacity to coordinate disaster response and expedite recovery in a large-scale emergency event. Davis County’s new EOC will be a regional asset that all 15 cities in Davis County and our regional partners can utilize. 

Here are some interesting facts about Davis County’s new EOC:

  • Davis County’s new EOC will be built with grant funding from the federal Rescue Plan Act, which allocated $350 billion to help states recover from COVID and increase their capacity for disaster recovery
  • Davis County has prioritized $15 million of Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to build the new EOC 
  • The building will be 17,300 square feet  and will be one of the safest buildings in Davis County with the following features:
  • Geopier foundation engineered to withstand earthquake shaking and liquefaction 
  • Emergency generator backup power to keep the facility operational in a sustained power outage
  • Natural lighting and security features 
  • Starlink satellite internet, phone, and radio redundancy communications capabilities 
  • A Joint Information Center (JIC) with a chroma key wall and a media staging area for public information dissemination 
  • Amateur Radio Emergency Services (ARES) coordination room 
  • Search and Rescue (SAR) coordination room
  • Emergency management vehicle bay storage area 
  • The latest communications technology to foster interoperability with our 15 cities, regional partners, Utah Division of Emergency Management, FEMA and the Department of Homeland Security (DHS)
  • The latest GIS mapping technology allowing first responders and residents to transmit damage information to the EOC dashboard instantaneously so EOC staff can assess which areas are hardest hit and dispatch assistance to streamline our response and expedite recovery 
  • Sleeping quarters, shower facilities, and a kitchen and dining area for EOC staff activated in a disaster through recovery 
  • Before a disaster strikes, the EOC will play an essential role in coordinating preparedness efforts and ensuring that emergency responders are properly trained 
  • The EOC will also host trainings and meetings for the public to help them prepare their homes and families and reduce the impact of disasters on our communities 
  • Davis County’s new EOC was designed by Galloway Architects Scott Holmes and Michelle MacDonnell with FEMA’s National Preparedness Goal and five mission areas in mind: Prevention, Protection, Mitigation, Response and Recovery
  • Hogan & Associates is the Construction Manager General Contractor (CMGC) 
  • Davis County’s new EOC is scheduled to be completed in late 2025
